Finnegan is Frightened

Finnegan is one frightened little dog. This 3 year old Yorkie mix from rural VA was surrendered to our shelter partner because his owner could no longer afford to keep him. Poor Finnegan can't understand why he went from a warm and quiet home into a cold and loud shelter. As you can imagine he isn't coping well this new environment and we don't have much time.
